Where in my hair should I get blue highlights?

I want to get blue highlights but I don't know if I should get them at the top of my hair or the bottom. I don't really want like big streaks from the top of my hair to the bottom. I have layers if that helps and hair a lil beneath my shoulder. pics would be nice :] oh and i have brown hair and idc if you don't like brown and blue thats not what i am asking kay? thanks! :]Where in my hair should I get blue highlights?

Get a lot on the bottom, like ';peekaboos'; and then get a few trailing to the bottom. It's looks super cool.
