I've dyed my hair black about three years ago and put many colors in it ranging from red to purple. I think it looks good because how bright colors ';pop'; on dark hair. You could expect to spend from $25 to $75 depending on how many highlights you want. You would need your hair bleached to a light blonde color before you'd get the blue put in. I do all of this myself, however. Blue is hard to find in a permanent hair color though, so going with a temporary hair color is probably best if you're looking for vibrance. That might look kind of weird i mean if you're into standing out %26amp; all that but if you have dark brown hair i suggest you should go to browns, dark browns, and such.
