Can I have a light blue highlight in my hair without bleaching it?

I want to turn a small section of my hair a light shade of almost neon blue. My hair is blonde and I don't want it to turn green but i don't really want to bleach it either. It would be ok if it turned a pretty turquoise color, could that happen? or would it just be green? I don't want something permanent, something that lasted a few weeks would be perfect. Is bleaching the only option or will it still work on my hair.

If you are a level 10 or above you wont have to bleach but it will stain your hair possibly. All the ';unnatural'; colors fade easy so you need to retouch often.Can I have a light blue highlight in my hair without bleaching it?
If your hair is already blonde then you shouldn't need to bleach it but you might want to try the dye on a small portion of your hair that can't be seen easily like the bottom underneath hair. that way you know what color reaction you might have and if you don't like it then wear your hair down for two weeks so no one will really notice.
The color will not come out perfect b/c it will not be one singular color. When I was younger I used concentrated koolaid to dye my hair I really liked it but I only did my tips, bleaching will make it perfect, depending on how dark blonde your hair is will effect just how close it comes.
sure yes you can theres 2 ways 1 is to put blue food coloring on your hair , the 2nd is to wet your hair and massage blue kool aid in or on your hair and its easy to wash out
if you have blonde hair you can use kool-aid go on youtube and see people using kool aid it work
Bleach would work best, and to have the best result.
not unless you're blonde


on brown or darker hair it would be dark


and bleached hair holds color better
